GASAN’S OLD MAJESTIC MUNICIPAL BUILDING – A TALE


Sometime in February 25, 1956, a young civil engineer from the Highway District Engineer’s Office, Engr. Enrique Isidro, then the Assistant Provincial Civil Engineer, sent a letter to Marinduque Congressman Panfilo Manguera recommending the renovation of then old, dilapidated and decaying wooden pre-war municipal building in Gasan which he had declared and certified “condemned and unfit for further use and occupancy and had to be replaced with a new building”.

Gasan Mayor Antonio Sevilla Zoleta and the Municipal Council thus took the “necessary steps…in order that the existing municipal building be replaced with a new one”. They informed Congressman Manguera who wrote a letter to President Magsaysay about the urgency of the matter (letter dated August 14, 1956), requesting for the reconstruction of the municipal building and an “allotment of P70,000.00” for the project. The congressman also arranged and facilitated the meeting of Mayor Zoleta with President Magsaysay.

Sometime in September or October 1956, Mayor Zoleta, together with Congressman Manguera, personally had an audience with President Magsaysay who received them warmly in his study room in Malacanan. The President responded to their request with a quite impressive urgency, scribbling a marginal note on the letter for faster action. President Magsaysay wrote: “Com. Aytona, OK to be released about December or January”.

President Magsaysay also later approved and granted funds for other projects of Mayor Zoleta and the Municipal Council which included the construction of the market (the old one) and the water system.
A few months later, after a visit, President Magsaysay perished in a tragic airplane crash March 17, 1957 in Mount Manunggal, Cebu. He served the country from 1953 to 1957.

Mayor Antonio Sevilla Zoleta was one of Gasan’s outstanding leaders, accomplishing various valuable projects such as the old “palengke” and the water distribution system of the “boluntarya”. He served Gasan from January 1, 1956 to December 31, 1959. (MLSalvacion)
